Technology diffusion, the successful market penetration of technologies in both developed and developing countries, could be supported through the dissemination of technical information and know-how to encourage the subsequent adoption of new technologies and techniques. [...] Investments in climate-friendly technologies may be eligible for support from ECAs, and there is opportunity to encourage coherence of these activities with global climate change goals Climate Change and Technology (Paper 2) 8 through selectivity in the projects they support, the use of common approaches for evaluating the environmental impacts of projects and the introduction of energy efficiency [...] He stressed the need for governments to establish enabling frameworks (including rule of law, protection of intellectual property and safe and secure environment for workers and communities) to allow the private sector to bear the risks and capture the rewards of deploying technologies. [...] This section includes a review of the literature regarding these options and presents a menu of options for technology DD&D both within the UNFCCC and beyond, but complementary to and supportive of, the objectives the Convention. [...] This could assist in technology development and deployment in developed and developing countries by building on the work led by the EGTT in the areas of technology needs assessments, technology information, enabling environments, capacity building and mechanisms for technology transfer.
