When a study is made of the writings of churchmen during the period 1833-1889, it will be seen that the ' ideals of the long and steady Church Revival' that Lang speaks of were largely concerned with the role of the church in the nation. [...] Scurrilous attacks on the Church appeared in print, which sought to expose the `prevailing immorality among the clergy '.8 The most abusive of these works was the famous Black Book of 1820, which exposed the jobbery and corruption throughout society, and castigated the clergy for acting as ` ministers of the government rather than ministers of the Gospel'. [...] The British Magazine commented that `in examining the general question of Church Reform it is too little to say that the immense majority of the people of England demand it in most intelligible language.'° Both the Dis- senters and secular reformers resented the privileged position of the Church and the scandalous abuse of its wealth. [...] Reformers like Lord King suggested that the answer for the Church was to take away the emoluments of Deans and Chapters and to distribute the income of the Church more equally to those `who did all the work'.41 The hierarchy of the Church was well aware of its shortcomings in providing for the spiritual care of those in the cities, a task which was too much for them as long as the Church remained
