The study was composed of two data collection stages: (a) a web scan of university policies/strategies and Higher Education Quality Council of Ontario 4 The Global Competition for International Students as Future Immigrants: The role of Ontario universities in translating government policy into institutional practice programs/services pertaining to IS, and (b) a survey administered to university m [...] On the whole, staff reported a lack of integration of programs and services, and a lack of coordination and communication between departments in offering IS support programs and services throughout their student life cycle. [...] The first is the importance of building the capacity of the staff, so that they are in a position to offer different levels and degrees of engagement, keeping in mind the different sites for engagement and the different needs of the heterogeneous student body.
