The PSEA applies to the portions of the public service of Canada set out in Schedule  I or IV of the Financial Administration Act (FAA). [...] More generally, however, the workforce shares of Aboriginal peoples are lower than the total workforce shares in the provinces east of Manitoba and higher in the remaining provinces and territories. [...] They are included in the employment equity workforce if they were: employed when the NHS data were collected; unemployed (out of work and looking for a job) at the time of the NHS and had work experience in 2010 or 2011: or out of the labour market, unretired and had work experience in 2010 or 2011. [...] The operational definition of the visible minority population was developed by inter-departmental committees on equity data that include representatives of Employment and Social Development Canada, the Treasury Board of Canada Secretariat, the Public Service Commission of Canada, Statistics Canada and the Canadian Human Rights Commission. [...] The most significant change is in the timing of the CSD in the Census cycle.
