The Accord set out a number of goals, including: increased access to health providers and to timely diagnostic procedures and treatments; prescription drug access and affordability; better continuity of care, and availability of home and community care; and, generally, a more efficient and adaptive health care system to serve Canadians now and in the future. [...] The report attributes much of this to poorly defined goals, an absence of strings attached to funding commitments, and the disjointed nature of the 14 health care systems across the country – factors largely attributable to the decentralized nature of the federation.
