The economic effects of climate change – both the costs of climate change, and the costs and benefits of efforts to stop it – are a crucial element of the debate. [...] While it is getting harder to achieve Kyoto targets we need to be part of a broader community of nations in our efforts to halt and reverse the degradation of our environment.” At this hearing, the CAW found itself stuck in the middle between the auto industry and the environmental movement. [...] The concentration of GHG in the atmosphere reflects two factors: the amount of emissions on one hand, and the abil- ity of the earth to absorb GHGs on the other hand. [...] Nevertheless, it is clear that reducing the growth of GHG pollution in China, India, and other industrializing countries – with a fair sharing of the burden of those efforts on the part of the richer Northern countries – will be essen- tial to any successful global effort to stop climate change. [...] As a signatory to the Kyoto Protocol, Canada is required to report on the extent and the sources of GHG emissions.
