Measures include the flow of graduates to industries, the licensing of a university's technology to a company, co- authorship of scientific papers, the source of ideas for innovation in industry. [...] Prior to the start of this work, the ongoing measurements of S&T activities were limited to the investment of money and human resources in research and development (R&D). [...] In these same industries, measures are being made of the creation and the loss of jobs as part of understanding the impact of technological change. [...] Industry Canada was in the research phase of the policy process in the area of business incubators and commercialization centres. [...] The 2005 survey will serve to benchmark the characteristics of the business incubator industry in Canada, providing reliable indicators of the current status of the industry including business incubation affiliation; infrastructure; sources of funding; admission and graduation policies; clients and activities; services; impact; management and barriers.
