In the context of PSE, positive externalities are the benefits to society of higher education, above and beyond the direct benefits to students in the form of higher future earnings. [...] Under initiative funding,24 on the other hand, the way in which government objectives are met is at the discretion of the institutions Not only is the government freed from the burden of specifying in detail the required practices or outcomes, but institutions are encouraged to find innovative ways of meeting objectives. [...] This is a particular problem if the provincial funding initiative is short-term and the funds are not rolled into 24 This is the type of funding mechanism governing the allocation of federal research grants in Canada and the United States.
