The fourth and final section considers some of the most recent attempts to restructure education in the late 1990s in order to promote greater capacity in the local jurisdictions to meet the extended mandate of schools and the redefinition of our citizenry contained in the Constitution Act of 1982. [...] In 1901 the Council of Public Instruction was abolished and the Department of Education was established with responsibility for the control and management of all kindergartens schools, public and separate schools, normal schools, teachers'institutes, and the education of the deaf and blind persons.12 In anticipation of the Territories becoming provinces, through the Qu'Appelle Agreement of 1901, E [...] While the Act clearly established that the authority over the governance, organiza- tion, and administration of education was vested in the government of the province, it also confirmed the right that the religious minority had achieved, under the Ordinance of 1901, to form separate schools. [...] Ignorance of the law and lack of capable men within the district; local disagreements; inability to speak the English language; apathy on the part of the residents; fear that through the organization of school districts, all language and religious privileges would disappear; lack of understanding of the responsibilities of democratic citizenship; all these factors made impossible the operation of [...] Although the School Ordinance of 1897 had made provision to allow two school districts to enter into a three-year agreement for the conveyance of children from one district to the school of the other district, few districts took advantage of the provision.29 The province tried again in 1912 with an amendment to the School Act which allowed for the formation of "consolidated" school districts.
