Part II discusses the constitutional and policy context for the framework, including the role of federal and provincial governments in addressing climate change, and some of the actions that have been taken to coordinate between the federal and provincial governments. [...] A Carbon budget for Canada An example of a carbon budget The carbon budget is quite literally a statement of the target for the budget pe- riod, expressed in terms of emissions that may occur during the budget period. [...] Carbon budgets are set for 5-year periods with three budgets set at a time.31 They apply to six listed GHGs32 although the Secretary of State has the discretion to ex- clude GHGs other than CO2 from any budgetary period.33 In each case, the budget expresses the targets in terms of the quantity of the gas that can be emitted during the budget period.
