The numbers of offenders in each type of facility remained relatively stable at both points in time with there being a marginally larger population housed within the CCC’s in 2008 versus 1998 (n=501 in 2008 versus n=459 in 1998) and approximately the same number of offenders living in CRF’s at both points in time (n=968 in 2008 versus n=975 in 1998). [...] The consistency of these findings is alarming especially in light of the rates of increase in relation to many of the comparisons. [...] Understanding the characteristics of offenders currently residing in CCC’s and CRF’s will help to provide the Service with information necessary to most effectively manage some of the most difficult groups of offenders currently residing in the community. [...] The number of offenders in each type of facility remained relatively stable over the ten years with approximately 500 offenders in the CCC’s and 1000 offenders in the CRF’s. [...] In order to increase the reliability of the data, information was extracted using a variety of methods for June 2009 for two CCC’s in the Ontario Region and the resulting lists were shown to the senior staff of the two CCC’s.
