The Task Force’s report was to provide options that were founded on evidence; consistent with current federal and provincial policies and programs; sensitive to the economic realities of both governments; and reflected the priorities of the residents of the region. [...] Such an entity would be responsible for: facilitating planning of transportation, infrastructure and land use; marketing and investment attraction; and exploring partnerships with the existing rail and Final Report - January 2013 7 Port owner and others to improve the reliability and viability of the rail line, in recognition of its interdependent relationship with the Port. [...] This absence of roads between communities and to the rest of the Canadian economy makes the territory wholly dependent on expensive air travel and unpredictable seasonal marine services, which presents significant barriers to the economic development of the region. [...] While many of these challenges are not new, the end of the Canadian Wheat Board monopoly and the resulting changes to the grain industry in the West have provided the impetus to explore new directions with a greater sense of urgency. [...] In December 2002, OmniTRAX advised the federal government and the Province that due to crop and market conditions, the operation of the rail and port system was not financially sustainable for the shipping season without a commitment from the Canadian Wheat Board for a minimum shipment through the Port.
