The complications of diabetes account for most of the health-care costs associated with the disease and greatly diminish the quality of life for the person living with this disease and his or her family. [...] More emphasis is needed in the areas of health promotion and disease prevention to reduce the burden of diabetes on society and the health-care system. [...] The primary goal of the Public Health Agency of Canada (PHAC) is to “strengthen Canada’s capacity to protect and improve the health of Canadians and to help reduce pressures on the health-care system,” including the prevention and control of chronic diseases and injuries.2 The World Health Organization (WHO) and the World Bank (WB) have identifi ed that, “diabetes and its complications have a sign [...] Research has clearly established that improved prevention, selective screening of high-risk populations and improved monitoring/management of risk factors and complications of diabetes may signifi cantly reduce the burden of the disease for the family, the economy and the health-care system. [...] A 2006 report from the WB discusses the global challenges of managing diabetes in developed and developing countries.9 In 2003, the prevalence of diabetes was estimated at 7.8 per cent in developed countries in persons 20 to 79.
