Bill C-4 eliminated the position of Ethics Counsellor in the lobbyists registration system,(10) and the Registrar of Lobbyists then reported to Parliament through the Registrar General,(11) rather than through the Ethics Counsellor. [...] The Office was also transferred from the Industry to the Treasury Board portfolio, thereby giving the control and supervision of the Office of the Registrar of Lobbyists to the President of the Treasury Board.
