[...] The hospital received the designation in part because of its historical link to the anglophone community and that community’s continued support for and commitment to the hospital, but above all because of the concentration of English speakers living in the region. [...] Witnesses have repeatedly told the Committee that the changes made to the governance of language issues in the early 2000s that is, the decentralization of responsibility for official languages failed to enhance the vitality of OLMCs.
