The Lords were frankly the bulwark of privilege and property, as the House of Commons was the protagonist of the rights of the people. [...] The development of the institutions of government in Vir ginia cast the mould for the type of government in all the royal colonies on the mainland of the continent. [...] Though on occasion it would throw in its lot with the cause of the assembly in its ever recurring fight with the governor, when it opposed the assem bly it was open to the charge of official influence, because its members held office at the pleasure of the Crown.7 Not infre quently it became the house of an official clique interested in the emoluments of office rather than in the good of the co [...] Thus arose the privileged official class later known as the "Family Com pact." At the c10se of the war with the United States the • T he importance attached by the assembly to the proposed rdonn is indicated by the fact that out of the ninety- two, thirty-fiv e resolutions dealt with the council while ten more were eulogies of free institutions, particularly those of the United States. [...] Now that the executive and the leaders of the majority in the assembly were one and the same the functions of the council were completely changed.
