The con- sequences of government decisions and the effectiveness of the machinery of government are beyond the scope of the book unless they contribute to the mak- ing and the characterization of policy by serving as its subject, by influencing its evolution, or by determining its success and failure. [...] The book also owes a great deal to the services of a number of libraries and record offices, particularly the British Museum, the Public Record Office, the House of Lords' Record Office, the Norwich Record Office, the Northampton Record Office, the Library of the Inner Temple and the University and Central Reference Libraries in Manchester. [...] For the sake of success in Scotland Somerset seemed prepared to undo the achievement of Henry VAT's closing years, even to the extent of surrendering Boulogne prematurely in return for the withdrawal of French aid from Scotland and the possession of the Scottish queen. [...] The abolition of the proclamations act derived from the practical need to free proclamations from the restrictions imposed by the act; and the government's creation of proclamations in remarkably large numbers—a spectacular feature of the regime—was a normal response to the emergencies of war, rebellion, religious change and inflation. [...] Dictating the differences was not a conflict of principle, but a change of circumstance brought about by the termination of war, the collapse of the Antwerp market, the fall of Somerset and the repeated failure of the harvest.
