The nature of how health serv- ices are delivered is the subject of Chapter 8. The final two chapters are devoted to the evolution and direction of health reforms and change including an assessment of the "system's" performance over time. [...] In this sense, the health status of the Saskatchewan population is, as a general rule, more influenced by the broader determinants of health such as living and working conditions, personal, family and com- munity resources, and environment than by the population's access to, and the quality of, health care services within the province. [...] The Saskatchewan government responded by reducing the number of health regions from 32 to 12 (riot including the Athabasca regional health part- nership) and establishing the Health Quality Council in order to maxi- mize scarce health resources and to push reforms designed to improve the quality of services and the effectiveness of their delivery in a systematic and evidence-based way (Saskatchewa [...] The primary role of the province is that of payer, underwriting part or the whole of the cost of providing health services for those who qualify as beneficiaries under the terms of individual enabling legislation. [...] Beyond these universal insured services, the provincial government pays for part or all of the cost of other health services depending on the classification of the services, the definition of the benefits, and the defi- nition of beneficiary classes.
