[...] Second, the sharpening of distinctions between clergy and laity initiated by the Gregorian reform naturally under- scored the clergy's responsibilities towards the laity, and twelfth- century theologians began emphasizing the active, pastoral mission of the church in the world. [...] The spread of the canons regular in the twelfth century and the founding of the mendi- cant orders in the thirteenth reflect this new conception of the church militant, as does Innocent Ill's famous legislation re- garding the care of souls at the Fourth Lateran Council of 1215.
