This report recommends the development of a coordinated Interactive Media Strategy by federal and provincial/territorial governments and the interactive media industry that builds upon a fundamental understanding of the new media paradigm and acknowledges the new media as an equal partner in the Canadian cultural policy framework. [...] The New Media are Different: The new media incorporate and transcend the mass media forms that have come before and add new and unique characteristics. [...] As a cultural industry, it is still at an early stage of development but clues to the New Media sector’s future are embedded in the unique characteristics of the new media form and the technologies underpinning it. [...] That misunderstanding is core to the difficulties mass media are experiencing in the transition to the business models of a new media paradigm, and has carried over to cultural policy. [...] A comprehensive in-depth vertical study of all the current technologies and practices in the diverse product segments of the New Media sector is beyond the scope of this project.
