This report also discusses: the purpose and history of commercial driver licensing and testing; the role of government in driver licensing and testing standards in relation to industry needs; and the role of training in the licensing process. [...] In terms of the third option – a variety of changes to the specific features of the program – lowering the minimum licensing age for Class 1 (from 19 to 18) and for Class 3 (from 18 to 17) would be counterproductive and counterintuitive from a road safety perspective. [...] Many of the issues related to a shortage of qualified, safe drivers are beyond the control of the industry, principally the driver licensing standards and licensing requirements. [...] The content and priority recommendations of this report should be used to highlight areas of potential cooperation and benefit between the industry, government agencies Traffic Injury - viii - Research Foundation responsible for licensing, and the training sector for improving commercial vehicle driver licensing standards and testing procedures in the province.
