[...] As part of the inquiry, the Commission sought independent advice in the form of reports on various scientific, technical, and administrative matters related to the issues and written by experts with knowledge of the fishery but with no formal association with any of the participants. [...] The report dealt initially with an encyclopedic review of what was known of the biology of Fraser River sockeye salmon at sea, and responses to two key questions: (1) Can the decline in Fraser River sockeye in 2009 be explained by the conditions the fish experienced in the marine environment?. [...] The cause of the high temperatures was eventually traced back to extreme snowpack in the central Coast Mountains of British Columbia in 2007 and equivalently anomalous wind patterns in Queen Charlotte Strait/Sound in the summer of 2007.
