One role of the Advocate is to “investigate systemic issues arising from a serious injury to or the death of a child who was receiving a designated service at the time of the injury or death if, in the opinion of the Advocate, the investigation is warranted or in the public interest”. [...] The role of the Advocate is to represent the rights, interests and viewpoints of children receiving services through the Child, Youth and Family Enhancement Act4 (the “Enhancement Act”), the Protection of Sexually Exploited Children Act5 (PSECA) or from the Youth Criminal Justice System. [...] Investigative Reviews Section 9(2)(b) of the Child and Youth Advocate Act provides the Advocate with the authority to “investigate systemic issues arising from a serious injury to or the death of a child who was receiving a designated service at the time of the injury or death if, in the opinion of the Advocate, the investigation is warranted or in the public interest”. [...] The Office of the Child and Youth Advocate attempted to contact members of Kamil’s extended family, to notify them of the Investigative Review and give them an opportunity to provide input into the review. [...] The supervisor wanted Kamil to go to the hospital because of the number of pills he had ingested, but he refused to go.
