"In October 2013, the Minister of Government Services established the Open Government Engagement Team to find ways for the Government of Ontario to be more open, transparent and accountable. This report is a response to two important trends. The first is the rapid rate of technological change that has altered the way in which people live and interact with one another. In less than three decades, we have leapt from an era of fax machines and filing cabinets to one of Big Data, high-speed internet and social media. The second trend relates to shifting public attitudes towards government and, specifically, growing expectations for greater accountability and engagement. In each case, it is obvious that government has not kept pace"--
