"Jason Kenney, Minister of Employment and Social Development, made headlines last November when he urged the Canadian provinces to liberalize their apprenticeship programs. Kenney urged the provinces to dump 'antiquated' ratio systems that limit the number of apprentices who can work, relative to the number of ticketed journeymen. This paper argues that obsolete protectionist regulations are the reason Canadian employers are unable to employ more workers in the skilled trades, particularly Aboriginal workers"--
