The CBSG is the result of a joint initiative undertaken by the Public Health Agency of Canada (PHAC) and the Canadian Food Inspection Agency (CFIA) to update and harmonize three existing Canadian biosafety standards and guidelines for the design, construction and operation of facilities in which pathogens or toxins are handled or stored: 1. Human pathogens and toxins: Laboratory Biosafety Guidelin [...] The guidelines in Part II provide guidance on how to achieve the physical and operational biosafety and biosecurity requirements outlined in Part I, and address the concepts required for the development and maintenance of a comprehensive risk-based biosafety management program. [...] The PHAC and the CFIA regulate the importation of human and animal pathogens and toxins in accordance with the Human Pathogens Importation Regulations (HPIR),1 the Health of Animals Act (HAA)2 and the Health of Animals Regulations (HAR),3 respectively. [...] The CBSG will provide the foundation for the development of the regulatory framework to support the full implementation of the HPTA by 2015, at which time the HPIR will be repealed.
