Manitoba has experienced a significant decline in the vacancy rate for rental acommodation,from over 5% in 1995 to 0.9% in October 2010. This has led to some commentators on the housing market to identify the province's rent regulation program as a major contributor to the tight rental market: by restraining monthly rental rates below what market conditions would dictate, supply is reduced and a shortage of accommodation results.
