While the innovation systems framework can be a powerful technique to understand innovation processes, innovation systems based analyses have disproportionately focused on firm centred innovation. This article explores the historical and theoretical reasons for this privileging of the firm, how this affects theoretical understandings of why organisations innovate, and implications for innovation theory and public policy.
