Auditor General of Canada Vérificatrice générale du Canada To the Honourable Speaker of the Nunavut Legislative Assembly I have the honour to transmit herewith my report on the audit of Human Resource Capacity—Government of Nunavut to the Legislative Assembly of Nunavut in accordance with the provisions of section 48 of the Nunavut Act. [...] In addition, the Government is obligated under Article 23 of the Nunavut Land Claims Agreement to have a public service that is representative of the Nunavummiut—that is, a public service that has 85 percent of positions staffed with beneficiaries of the Agreement in Report of the Auditor General of Canada to the Legislative Assembly of Nunavut—2010 1 HUMAN RESOURCE CAPACITY—GOVERNMENT OF NUNAVUTa [...] In the short term, the Department of Human Resources will lead the Government in coordinating the collection of data from each department to focus on the identification of the key skills sets and qualifications required across government in the short, medium, and long term. [...] This has helped it to determine, among other things, the rationale and relevance of the programs; the strengths and weaknesses of the Department’s administration and operations; and the efficiency, effectiveness, and future direction of its programs. [...] However, we found 14 Report of the Auditor General of Canada to the Legislative Assembly of Nunavut—2010 HUMAN RESOURCE CAPACITY—GOVERNMENT OF NUNAVUTthat the initiatives contained in the Inuit employment plans and the Government’s Business Plan were not enough to achieve the interim target of 56 percent in each occupational category by 2010.
