[...] During consultations on the draft Guidelines (finalized on September 18, 2009), stakeholders raised a number of issues regarding the interface of the new regime and the Fee and Service Standards Policy (“Policy”), and requested a revision of the Policy in order to be more consistent with the revised statutory regime. [...] In addition, in the course of previous consultations by the Mergers Branch, the Bureau had been asked to clarify certain aspects of the Fee and Service Standards Handbook (“Handbook”), including complexity designations.
