The agreements all prescribed the establishment of governance, administrative and financial bodies by the Aboriginal signatories and the creation of new land and resource co-management boards, as well as committees to manage land and resources in the settlement areas and manage the implementation of the agreements. [...] Results from the evaluation conclude that: • The terms of agreements have been fulfilled with respect to the transfer of funds and recognition of rights to land, but issues remain regarding the level of ongoing funding and the nature of federal responsibilities related to the implementation bodies prescribed by the agreements. [...] Clarity and Certainty of Ownership and Access to Land and Resources One of the primary impetuses for the negotiation of the land claims agreements was the desire to establish an environment that was more conducive to resource development and other economic development opportunities, while protecting the interests of the Aboriginal people making claim to the settlement areas. [...] In Conclusion: • The federal government has fulfilled the terms of the comprehensive land claim agreements with respect to the transfer of funds and the recognition of rights to land to the Aboriginal signatories. [...] Development of CLCA profiles Detailed profiles were developed of the four comprehensive land claim agreements under study and include the ancestry and history of the people in the settlement areas, provisions of the agreements, approaches to implementation and the bodies established to accomplish implementation, as well as key issues that arose in the early years of implementation.
