This paper approaches the challenge by assuming that First Nation across Canada should be able to have a voice in the industry whether they are owners or stakeholders concerned about impacts of activities in their territories and that the obligation of governments and industry is to ensure that they have a voice in decision making. [...] A protocol agreement indicates the company recognizes the First Nation’s rights and title because in the event of a dispute or a need for operational direction, the rights and title of the participating First Nation will provide a solid footing to progress.
