The Threats to Cyber Systems Participants heard from experts in internet security operations about the many and multiplying threats to information contained in the cyber realm and to the people and organizations that depend on that information. [...] Finally, the panel examined the role for government in providing the spaces and frameworks in which effective cooperation between the public and private sectors, and even individuals, may take place. [...] The panel also considered the need for international cooperation, given the nearly-borderless nature of the online realm, and the ways in which that cooperation might serve national and international interests alike, in line with shared democratic principles. [...] The same cannot be said for the current threats proliferating in the cyber realm, threats that could come to fruition anywhere and in any number of forms, and that will have intended and purposeful effects. [...] One participant noted that spam legislation is not the reason for the decline of spam in recent years, but rather self-regulation by the private sector involving massive amounts of info-sharing and cooperation, which effectively eliminated the spam epidemic that had threatened to destroy the value of email.
