Public support, however, was not in doubt, and because so many of the smaller NGOs have limited capacity and are obliged to work in alliances with the larger NGOs, the effect, at least in the short run, has been to reduce the amount of NGO activity and professionalism in the field. [...] The purpose of the Pools is to bring together the resources of the Ministry of Defence, Foreign & Commonwealth Office, and the Department for International Development, to enable a more strategic approach to conflict reduction.
