[...] The Department of Human Resources, Labour and Employment is leading the development of a strategy aimed at increasing the numbers of immigrants to the province and improving the retention rate of those who arrive. [...] Currently, the number of immigrants attracted to the province is very low and our retention rate the lowest in the country. [...] In 1999, the Province signed an agreement with CIC to establish the Provincial Nominee Program (PNP) which allows the Government of Newfoundland and Labrador to nominate immigrants with occupational or entrepreneurial skills that can help further the economic and social development of the province. [...] A 2002 survey it’s a safe place to raise conducted by the Canadian Federation of Independent Business children and they love the slower pace and the on labour availability found that of the 89 respondents from friendliness of the people, Newfoundland and Labrador, 38 percent reported they expect however, staying in the employment levels to increase.
