As it follows and extends the work done in preparation of the OECD-CPRN Report From Education to Work – A difficult transition for young adults with low levels of education, the contribution of colleagues from Network B of the OECD Program for International Indicators of Education is acknowledged. [...] In particular, the report owes thanks to Kenny Petersson (Statistics Sweden) for the assembling and management of the international database, to Jaco van Rijn (Dutch Ministry of Education, Culture and Science) for close collaboration in the initial stages of the international YALLE project, and Jean-Luc Heller (OECD Secretariat) for his sound advice and collaboration to the end of the project. [...] In the rest of the introduction, we put forward the definition of the population of young adults with low levels of education and provide some technical notes about the data and the methodology, followed by some labour market contextual information necessary to situate the analysis. [...] For example, for Canada, due to the large size of the sample and the robustness of the sampling methodology in the Labour Force Survey, estimates for a group of the population which is as small as 1,500 individuals can be reported; this represents a group as small as 0.1 per cent of its 20-to-24-year-olds and as small as 0.7 per cent of its YALLE population itself.
