For instance, in the 13th FYP for the Development of the Coal Industry, the National Development and Reform Commission (NDRC) and the National Energy Agency have planned to phase out excessive production capacity by 800 million tonnes per year and to increase more advanced and cleaner production capacity by 500 million tonnes per year through reduction and replacement during the 13th FYP period.
