The committee strongly urges the Alberta government to make west coast LNG a priority by working closely with the B. C. and Canadian governments and industry to ensure proponents and the regulatory environment are ready for the next time the global LNG window opens. [...] The agency should have the ability to use the right tool to solve the specific problem, while managing fiscal risk to the government. [...] Recommendation 3.1 EDAC recommends the Government of Alberta strive for the same levels of regulatory transparency, efficiency and predictability in the downstream as in the upstream. [...] Recommendation 3.7 EDAC recommends the Government of Alberta express a preference for use of NGLs within the province first for downstream energy manufacturing and provide direction to the Alberta Energy Regulator and to articulate the value of downstream energy investment for all Canadians in hearings before the National Energy Board. [...] As the manager and steward of the province’s petroleum resources, the Alberta government is responsible for leading the province’s response to change, for ensuring the environmentally responsible and efficient exploitation of its petroleum resources, and maximizing of economic opportunities.
