Yet despite the high level of interest, millennials are under-represented in the ranks of the core federal public service relative to their overall participation in the labour force.56 And despite the alignment between the values and ethics of the public service and those of many millennials, young public servants face a number of challenges entering the public service, securing permanent employme [...] The Caucus was formed on October 6, 2015 and was created by young members from the Public Service Alliance of Canada (PSAC), the Professional Institute of the Public Service of Canada (PIPSC), and the Canadian Association of Professional Employees (CAPE) – the three largest federal public sector unions. [...] In addition, greater outreach on the pathways to entry and the types of jobs available in the public service would help to increase the awareness of opportunities. [...] Access to the Learning of Second Official Languages One of the most widely discussed issues of equity was the lack of access to the learning of a second official language. [...] While there were various normative policy suggestions on improving the standing of the aforementioned categories, from the implementation of gender-neutral bathrooms to “blind hiring” processes, the first step is to collect data on the representation of these groups at the various levels and positions in the Public Service.
