The issue of sovereignty has divided the population, and the interminable polarization around this issue has weakened Quebec and has kept the Liberal party in power. [...] For too long, the PQ has claimed to be the lone voice of national pride, while the Liberal party has claimed to be the champion of prosperity. [...] Quebec must be able to fulfill the responsibilities arising from this fact, particularly to defend the interests of the Quebec nation and to promote its identity. [...] The first attempts at reform of the federation—with the goal of increasing Quebec’s powers—date back to the origins of the Confederation and the political struggles of Honoré Mercier. [...] In fact, these reforms should not be the starting point, but rather the end result, of a process to renew the partnership that unites Quebec with the rest of Canada.
